I have the honour to acknowledge the recept

of Your Lordships' letter of the 9th January, No 147,

transmitting

a letter from the Colonial Office with

it's enclosure, herewith returned, respecting

a request

made by the Eastern Extension Telegraph Company

to be allowed to dispense with

adhesion to

the

obligatory clauses of the International Telegraph

Convention of 1875 in regard to the bable between

Hong Kong and Tonquin,

and asking what would

be the effect of insisting

or not upon the

adherence of the Company to the obligatory clauses.
